2025年4月9日，中國國務院關稅稅則委員會發布公告（2025年第5號），宣布自2025年4月10日12時01分起，對原產於美國的所有進口商品加徵關稅的稅率，將由原先的34%上調至84%。

公告指出，此舉是針對美方日前宣布提高對華「對等關稅」稅率的正當回應。美方於4月8日宣布，將中國輸美商品的關稅從34%提升至84%。中方嚴厲譴責美方此舉為「錯上加錯」，不僅嚴重損害中國正當權益，也破壞了以規則為基礎的多邊貿易體制。

稅則委員會表示，本次措施依據《中華人民共和國關稅法》、《海關法》及《對外貿易法》等法律法規以及國際法基本原則，並經國務院批准。

其他細則繼續參照《稅委會公告2025年第4號》執行。

On April 9, 2025, China』s Customs Tariff Commission of the State Council issued Announcement No. 5, declaring that, effective from 12:01 p.m. on April 10, 2025, the tariff rate on all imports originating from the United States will be raised from 34% to 84%.

This decision comes in direct response to the U.S. government』s April 8 announcement that it would increase tariffs on Chinese exports to the U.S. from 34% to 84% under its "reciprocal tariff" policy. The Chinese side condemned the move as "a serious mistake made worse," stating that it infringes upon China』s legitimate rights and undermines the rules-based multilateral trading system.

The Tariff Commission emphasized that this retaliatory measure is in accordance with China』s Customs Law, Foreign Trade Law, and other relevant regulations, as well as fundamental principles of international law. The measure has been approved by the State Council.

All other provisions shall continue to follow Announcement No. 4 (2025) previously issued by the Commission.
